Title: Senior Compliance and Ethics Analyst

Reporting To:Director, Compliance and Ethics

 

Position Summary:

CAPREIT’s Compliance and Ethics team is hiring a Senior Compliance and Ethics Analyst to lead the development and implementation of the Vendor Performance, Procurement Process & Scope Program (VPS).

This role provides independent oversight of the end-to-end vendor lifecycle, from initial onboarding through goods and services delivery and is responsible for evaluating adherence to internal policies and best practices, mitigating risks, identifying cost‑saving opportunities, and strengthening governance and accountability across vendor selection, contracting, and performance.

The position will also lead the VPS program development and implementation, including preparing the annual VPS program plan, outlining the vendors, projects, and locations in scope, and defining quarterly deliverables, while working closely with Procurement, Operations, Finance, and Legal to identify issues early, drive corrective actions, and report outcomes to leadership.

 

Primary Responsibilities

  • Contract & Supplier Performance Review: Evaluate contracts and supplier performance against defined scope, deliverables, and pricing
  • Site Inspections: Perform site inspections for the delivery of goods and services, including coordination with third-party specialists where needed to assess larger project evaluations. Travel to sites within Canada required.
  • Competitive Bidding Oversight: Assess bidding processes for transparency, fairness, and adherence to policy. Regular participation in procurement committee meetings is required
  • Risk Management: Analyze procurement controls and vendor risk, including fraud risks and gaps. Recommend remediation and preventive measures
  • Cost Analysis: Examine vendor spend patterns, contract terms and performance to identify recommendations for cost-saving opportunities to the teams
  • Reporting: Prepare reports, dashboards, and presentations on findings, trends, and KPIs. Brief leadership on results
  • Cross-Functional Collaboration: Work with Procurement, Operations, Finance, and Legal to implement corrective actions and strengthen governance
  • Policy & Training Contribution: Help update policies, develop or deliver training content, and drive continuous improvement of VPS practices

 

Qualifications and Core Competencies:

  • Minimum 4 years of experience in real estate operations, project development, vendor procurement, or related oversight functions, with an understanding of building operations, procurement processes, competitive bidding, contract compliance, and supplier performance management
  • Proven analytical capability, including the ability to interpret data using tools such as Excel, Power BI, or similar platforms and translating insights into actionable recommendations
  • Strong communication skills, sound judgment, high integrity, and comfort presenting to leadership
  • Demonstrated ability to design monitoring plans, test controls, identify root causes, quantify impact, and drive remediation in collaboration with cross‑functional stakeholders
  • Ability to collaborate and partner effectively with Procurement, Finance, Legal, and Operations teams
  • Commitment to ethics and integrity, consistently modeling organizational values in decision-making
  • Operational excellence mindset, with the ability to develop practical, scalable solutions that strengthen controls and improve process efficiency.
  • Highly organized with strong attention to detail, effective project management skills, and the ability to prioritize, solve problems, and meet deadlines.
  • SAP and Yardi or similar systems is an asset
  • Working proficiency in English & French is an asset
  • Valid G driver's licence and reliable vehicle required
