Title: Technical Services Manager

Reports ToSenior Director, Technical Services   

 

Responsibilities:

 

Provides program delivery and business expertise for technical services delivered to CAPREIT Operations Units by the following:

 

  • Assisting in the development, implementation, and execution of service plans with innovative approaches based on building maintenance service needs and industry best practice;
  • Develops with Procurement and other Business units a contract framework that reduces cost at an appropriate risk level while compliant to the respective laws and regulations to improve effectiveness and accountability of contractors and local staff;
  • Directing and overseeing maintenance functions including standards, service levels, high performance, and standard response times for all maintenance program components to maintain a consistent and standard, a high level of building repair, reliability, building safety, and customer service;
  • Providing technical support for decision making to Operation Managers, building managers, and building operators to resolve building issues;
  • Assisting with the ongoing management of contractors/supplier’s contracts and vendor relations including resolution of contractual issues for building managers;
  • Developing standards and specification for Capital and Operating repairs and services to meet organisational objectives;
  • Project managing major renovations with operation managers and contractors including specifying, requesting, and reviewing quotes from contractors;
  • Providing technical support and assist with internal departments for policy and procedure development and implementation at the operations level;
  • Working closely with Managing Directors and internal departments to develop annual CapEx budgets, with a focus on effective delivery to meet goals;
  • Instituting corporate inspection and evaluation processes for performance assessment and long-term maintenance improvement planning that supports the yearly budget preparation cycle with the Managing Directors;
  • Provides advice and feedback on the development and effectiveness of the on-site maintenance capability for operations units, including the identification of any applicable training needs and the development and delivery of training programs which ensure standards and compliance is maintained;
  • Participates in the development and ongoing use of appropriate systems and technology to support the service plan to maximize innovation and reduce costs. Systems include: computer-based maintenance systems and building monitoring systems;
  • Ensure buildings and work practices comply with all applicable laws and regulations related to, but not limited to, the National Fire Code, Provincial Fire Code , Federal and Provincial Environmental and Occupational Health and Safety legislation including asbestos, TSSA, and other authorities having jurisdiction by confirming all records are up to date and accurate and compliant;
  • Working with the PIC manager on the ongoing evaluation of activities, structure, and deployment of staff and contracts within the Property Improvement Contract;
  • Keeps abreast of market development in maintenance and assesses their opportunity value for CAPREIT;
  • Producing management reports on building performance and key indicators;
  • Training of site staff on systems, components, required inspections and record keeping for HVAC, electrical, fire and emergency, interior/exterior building systems and components, and any other related required building components; and,
  • Other duties as assigned by the Sr. Director, Technical Services.

 

 

Qualifications:

  • Trade certification, background in building sciences, technical education, related experience;
  • Working knowledge of, but not limited to, the National Fire Code, Provincial Fire Code, Federal and Provincial Environmental and Occupational Health and Safety legislation including asbestos, and TSSA;
  • Computer skills, Excel, Word, and keyboarding;
  • Supervisory experience;
  • Organized and able to oversee multiple projects simultaneously;
  • Excellent communication; and,
  • Be on call 24/7 for system failure escalations and respond to major emergencies.
